The CBA is a collective agreement between BC Infrastructure Benefits and 19 Affiliated Unions of the Allied Infrastructure and Related Construction Council of BC. The projects being built with this agreement are open to all contractors – so you can bid whether you’re unionized or not, and you don’t have to become unionized if you win the bid. Companies working on CBA projects are protected from unwanted union certification attempts. You can learn more in the FAQ below or by reading the resources section on our CBA page.

Yes! B.C.’s Community Benefits Agreement (CBA) projects are open to any company in the industry, whether they are unionized or not. Article 1.100a of the CBA outlines the first objective of the collective agreement: “to allow any contractor in the construction industry to bid on and perform project work.” In fact, most companies working on CBA projects aren’t affiliated with the BC Building Trades Unions.
Companies working on CBA projects are protected from unwanted union certification attempts while on the project and in the future. Article 5 in the CBA prevents union raids.
So, you can bid whether you’re unionized or not, and you don’t have to become unionized if you win the bid.

If you’re a contractor who wants to bid on…
Absolutely. A contractor can name all their supervisors and a portion of their workforce. The ratio is based on the contractor’s crew size. The remaining workers are selected using the criteria and qualifications requested by the contractor and the candidates’ priority ranking. Only qualified candidates are dispatched. For info about the hiring process, see Article 8.600 of the CBA.
CBA wages are listed in the Community Benefits Agreement. Wages are transparent, competitive, and include benefits and a pension. For specific wages, see both Article 13.101 and the relevant Trade Sections of the CBA.
We hold CBA workshops and info sessions to help contractors understand the collective agreement. You can find out when the next one is happening or ask your questions by emailing contractor@bcib.ca.
The contractor is responsible for any WCB claims on the jobsite. Contractors remit payroll to WCB and keep their experience rating.
